Urban-Econ is aware that the mandate of certain institutions in South Africa is currently too.The establishment of development agencies as an ideal vehicle that can be utilised to give effect to efficient project implementation and facilitation, is based on the principles of Local Economic Development. These agencies are especially effective in cases where the capacity, expertise or power delegation in local or district government are ambiguous.

Urban-Econ has made a study of development agencies, their roles and functions and prepared the manual for use by municipalities, development agencies themselves, councillors and other role players that have an interest in the establishment and operation of the agencies.
